29c1555637cb538bfda15e1f70905ea829719888.Purpose: run the fork's full PR matrix after fixing the nondeterministic retry-policy test by injecting a fixed-order routing strategy in the test helper only.
No production routing semantics are changed by the follow-up fix. Do not merge this PR; it exists only to obtain full build/typecheck/test evidence before returning to upstream review.
