The turtle-agent parts of #187 that were still open (the module part 2a, the legged walk cap 16, is in TortoiseBots integ/20d):
observe.auto_resume(off by default): resumes a 'regroups by itself did not hold' pause once. A refused or dropped resume keeps the PausedWait ceiling; a new pause (a different step or note) re-arms it; a same-step note is the same pause only when equal or extended at a '; ' boundary.Reviewed by Codex over 4 rounds (each finding fixed with a test that fails first). Closes #187.
