Changes the licence of turtle-agent from MIT to AGPL-3.0-or-later so dungeon event data derived from jrad7/mod-dungeon-clear (AGPL-3.0-or-later) can be used in the plans with its source named.

• LICENSE is now the AGPL-3.0 text; the previous MIT text is kept as LICENSES/MIT-turtle-agent-before-agpl.txt. Versions released before this commit stay MIT for anyone who already has them.
• README licence section and NOTICE updated. Third-party code keeps its own licence: ported agent-wow files (MIT, their headers unchanged) and internal/navmesh/detour (zlib). Both are compatible with the AGPL.
• Authorship check: 671 commits are by the owner (pjerra / hypeer, same account); 1 commit (af8a2fd, 345 lines, 'Create a missing character at login') is by Sagiroth, who has agreed to the change (reported by the owner on 2026-10-21; Sagiroth is welcome to confirm with a comment here for the record).
