Installs PHPCS with WordPress Coding Standards and PHPStan with WordPress stubs. Adds phpcs.xml.dist, phpstan.neon, a baseline for 19 pre-existing PHPStan errors, and a pre-commit hook that runs PHPCS on staged files and PHPStan on the full codebase. Adds composer lint/phpcs/phpstan scripts.
