Wasn't able to remove some CONVENTION issues. But at least removed all the ERROR issues.

This PR convert this module to PDK v3.0.0 which also adds support for Puppet 8.
It also add Github actions to test and validate with Puppet 7/8. You can see the results in my fork: Phil-Friderici#3
