refactor: remove strictDraftTypes flag, make strict draft types the default

Summary

• Removes the typescript.strictDraftTypes config option; strict draft typing is now always on (completes the v4 TODO on packages/payload/src/config/types.ts).
• draft is now never on collections and globals without drafts, and draft-mode find/findByID results type required user fields as optional.
• Internal call in registerFirstUser widens its slug to CollectionSlug since the strict Options conditional stays deferred for a naked generic TSlug and can't be routed by TS to a specific branch.

Test plan

• pnpm --filter payload build succeeds
• pnpm run build (all 45 core packages) succeeds
• pnpm run test:types — 212/212 pass across all 9 tstyche projects (types, untyped, queues, database, lexical, plugin-mcp, image-size-options/*, storage-r2)
