…al reference #718: the genesis payout scan takes hours and monero-wallet-rpc won't answer its RPC while scanning, so the healthcheck flipped unhealthy (and could alert) for the whole scan. The entrypoint arms a .payout-scanning marker on wallet creation; the healthcheck treats an unreachable RPC as healthy while the marker is present and clears it on the first successful RPC — healthy through the scan, strict after. #713: the security-sensitive/destructive control-gate refusals cited #338 (closed, Telegram-control) as the out-of-band-approval tracker; they now just name the host apply path.
