Implements W2 on top of W1: timestamped source snapshots, requested-quantity fulfillment, strict frozen QuoteDocument validation, customer-safe projection, delivery preflight, and tenant/account-scoped quote references.
Verification: cumulative pytest, ruff, and configured mypy green.
