Implements W8 on top of W7: typed v2 visible/dev scenarios, current hosted raw-evidence and exact-say safety checks, pinned local fallback, isolated blind/reserve one-shot lifecycle, append-only 30-call phone matrix, statistical gates, release binding, owner stops, and rollback no-replay validation.
The generated bundle is intentionally PREPRODUCTION_BLOCKED. Blind, hosted, provider, real-phone/LTE, policy, canary, and rollback receipts remain external. No Vercel or production deployment is authorized or included.
