Implements W6 on top of W5: fail-closed production readiness, hardened single-volume SQLite, encrypted backup/restore, retention/legal hold/purge, non-root split processes, drain/rate limits, PostHog/OTel redaction, alerts, and runbooks.
Tenant P06/P07 and live clean-host/PostHog evidence remain external; no deployment is included.
