Implements W5 on top of W4: authenticated-hangup release, separate artifact/channel jobs, atomic leases and crash boundaries, contact revalidation, SendGrid/Twilio adapters, signed callbacks, and operator worker controls.
Credentialed provider receipts remain explicitly external; no deployment is included.
