Implements W4 on top of W3: current standalone tool IDs, authoritative platform history, exact gateway-say substitution, close/transfer controls, signed post-call completion, current Agent Tests runner, and compensating rollback for the existing staged agent.
Credentialed staging proof remains explicitly external; no deployment is included.
This PR is intentionally left open for owner review.
