Polish the Inflect v2 GitHub release

Summary

Turns the GitHub repository into the complete developer-facing Inflect v2 release surface while keeping weights and checkpoint-specific evidence on Hugging Face.

• rebuilds the README around the final Micro/Nano covers, model selection, verified evaluation, deployment, architecture, limitations, and v1 legacy policy
• replaces the obsolete 1.58x/1.59x CPU claim with the managed 8-vCPU results: Micro 6.28x and Nano 10.72x real time
• adds runnable download-and-synthesize and matched Micro/Nano comparison examples
• rewrites the public architecture, deployment, evaluation, technical report, release notes, and project structure documentation
• adds citation metadata, changelog, notice, contribution/security guidance, issue and PR templates
• adds CI validation for examples, missing assets, broken local links, stale runtime claims, and leaked absolute Windows paths

• clean end-to-end synthesis from both published Hugging Face packages through the new examples, producing valid 24 kHz WAV files

Unrelated local training and research changes were intentionally excluded.
