Summary

Release Dispatch 0.7.0 with the next operator-control batch:

• persist lane runtime settings so follow-up sends, interjects, and queued sends reuse the lane's sandbox/approval/model defaults
• add first-class dispatch history transcript overview/filtering surfaces
• add workspace preflight and Dispatch-created git worktree support for dispatch new
• support workspace worktree defaults in repo .dispatch/config.toml
• document the Dispatch/Codex config boundary and update the Dispatch skill
