Remove POWER8 references and announce its retirement - #95

POWER8 has been deprecated and the hardware is being decommissioned, so drop it from the powerdev service page cluster description and the OpenStack hosting request form's architecture dropdown, and genericize POWER8-specific wording to POWER in the project descriptions. Add a blog post announcing the retirement and the upcoming POWER11 integration, and point a deprecation note in the 2024 POWER10 announcement at it. The homepage rendered each post's full ~70-word summary at paragraph size, which made the section wordy and tall. Scope homepage-only styles that shrink the excerpt to match the meta line and clamp it to three lines, and make the three cards equal height with Read more pinned to the bottom, matching the service cards.
