Introduce attack_type config (barrage|constant|random), refactor barrage waveform into barrage.cc, and route generation/TX through attack.cc. Constant and random are reserved for follow-up.
Implement CW tone generation with optional tone_offset_hz, wire through attack dispatcher, and add constant.yaml config.
