Limit pathological REFS tokenization by introducing a maximum emitted token count in
JFlexTokenizer.The limit is applied only to the
REFSfield used for symbol indexing. Other indexing behavior, includingFULL,DEFS, xref generation, and metadata indexing, remains unchanged.Changes
