Consolidates Dependabot PRs #71, #72, #73 and ruff from #79. Bumps checkout v7, upload-artifact v7, release-action v1.21, create-tag v1.7.2, ruff 0.15.20. Keeps HA constraints and aiohttp 3.13.3. Narrows Dependabot dev group patterns.
