…BAP). This change transitions XLA's benchmarking infrastructure to BAP. It consolidates benchmark configurations, environment targets, and baseline thresholds into a single declarative protobuf text file (`benchmark_registry.pbtxt`). Nightly and postsubmit GitHub Actions workflows are simplified to delegate execution and regression checking directly to BAP's shared workflows. Additionally, this CL relocates and documents the HLO workload executor composite action, while removing obsolete custom baseline YAML files, local proto definitions, matrix generation utilities, and comparison scripts.
