Bump CSV version from 4.21.0 to 4.23.0

Summary

• CSV metadata.name and spec.version still had 4.21.0 on the release-4.23 branch
• This causes ART/doozer rebase failures: Search 'dpu-operator.v4.23.0' and replace was ineffective
• Bumps both fields to 4.23.0
