Summary
Enable the
GatewayAPIWithoutOLMfeature gate inDevPreviewNoUpgradeandTechPreviewNoUpgradefeature sets on release-4.20 to allow CI soak before GA promotion.This is an intermediate step before promoting to Default (GA) in PR #2869.
Merge Order
This should be merged after the Sail Library backport PR lands in cluster-ingress-operator (openshift/cluster-ingress-operator#1459) and before the GA promotion PR (#2869).
