Deletes
configuration/backend_configuration/ocl/CIEL_severities.zip. This has not been used and the concepts needed for recording the allergy severities (Mild, Moderate, and Severe) are already imported in https://github.com/openmrs/openmrs-content-referenceapplication-demo/blob/main/configuration/backend_configuration/ocl/openmrs_CIELAllergySet_v7_autoexpand-7.2025-08-11_004701.zip
