Backporting JDK-8367656: Refactor Constantpool's operand array into two.

This PR refactors the ConstantPool. Replaces the _operands array with a BSMAttributeEntries structure.

For parity with Oracle JDK.

Ran related tests on linux-x64, linux-aarch64, macos-aarch64 and windows-x64:

make test TEST=test/hotspot/jtreg/serviceability
make test TEST=test/hotspot/jtreg/runtime/cds/appcds 2>&1
