Remove the obsolete external control system module from the source base - #54

This code has never been in use in the open source project, since it depends on a matlab/simulink interface which has not been maintained within the openfedem project. Therefore removing it for clarity. If someone would like to pick it up later, you can always checkout the parent of this commit and start from there. However, the code for the Matlab plugin (FiMatlabPluginInterface) is still missing and has to be obtained from the authors of that module. Send a request to developers@openfedem.org and ask for it.
