Go 1.26.10 adds the crypto/x509 distrust of eight compromised eMudhra intermediate CA keys (CVE-2026-111943). GO_VERSION drives the Docker builder image and all CI setup-go steps, so binaries and images must be rebuilt with it to pick up the fix. Fixes openconfig#1047
