CheckBoxGroup is not prepopulating

Current Behavior

When Prepopulate All Sections button is clicked for an assessment in ltss , only checkboxGroup is not prepopulating . Rest components in form are prepopulating as per functionality .

Expected Behavior

CheckboxGroup should also be checked with prepopulated data.

How to Reproduce the Issue

Steps to Reproduce

1. Start assessment which is to be prepopulated . (assessment is mentioned in JIRA ticket CMDM-63726)
2. Click on prepopulate All Sections button . "Behavioral Health accordion will be visible which has the issue ."
