Brings the top-level README and the dev-environment submodule up to date:

pinned commit
The two README edits match exactly what the generator at that submodule commit
now emits, so the files and the tooling agree.
Resolves the downstream task tracked in openads-project/openads-dev-environment#51.
Note: this repository also still described OpenADS as the Open Automated
Driving Stack, so the note was replaced wholesale with the canonical text
from the issue. The change here therefore covers the wording as well as the URLs.
