[0.44 alpha.0] Accelerate the Alpha architecture train

Outcome

Replaces the blocked serial Alpha.0 governance wave with a minimal unpublished foundation, parallel subsystem development, and serial Integration I/II checkpoints.

Part of #1155. Advances #1193. Creates the documented Beta.3 boundary owned by #1192.

• checker rejects old serialized Alpha.0 ordering, missing lanes/checkpoints, early App work, early legacy removal, missing Beta.3, and weakened release doctrine
