feat(v0.44): prove compiled element vertical spike

Closes #1160

Summary

• add the internal alpha.0 TSX-to-Part Program compiler spike through the real Vite transform hook
• consume one deterministic program for SSR serialization, fresh DOM creation, and existing-DOM claim
• prove exact Signal-to-Part/Region updates, keyed identity, live input preservation, fail-closed diagnostics, and frozen measurements
• record K3 RED/GREEN evidence, Sol NO-GO repair review, repair evidence, and final Sol GO

Verification

• deno task test
• full adapter-vite suite: 638 passed
• full element suite: 294 passed
• packet tests/typechecks/lint/fmt/architecture/diff gates: all exit 0

This PR closes the #1160 slice only. It does not close or release 0.44.0-alpha.0; remaining alpha.0 issues and the fresh release-verifier gate still apply.
