Python 3.13 dont have distutils

1. Use python 3.13 with pip or pipx
2. Install oj
3. oj -v
4. ModuleNotFoundError: No module named 'distutils'

Solution

• distutils is no more a standalone package after python 3.12
• His content is now inside setup tools
• To fix the error, just add setuptools to package dependecies.

However, it has not been released because there is no one who has the authority for PyPI. #929
