Builds on top of #297 .
Uses zeroc build from my repository (swap to Glencoe once they provide it): https://github.com/dominikl/zeroc-ice-rocky10-x86_64
Will use Java21 (there's no easy way to install Java11 on rocky10!) and default postgresql 16 (again, difficult to install anything else), apart from that most rocky9 installation steps can be reused.
