Update Flea to 0.1.3

Flea 0.1.3 was released today. This uses the documented maintainer bypass for the 24-hour upstream quarantine, with the review and CI as the release gate.

• updates 0.1.2-2 to 0.1.3-1
• matches the GitHub-verified v0.1.3 tag and independently downloaded source hash
• keeps the fast release ring and upstream sync configuration unchanged
• confirms all four carried security fixes are present upstream
• confirms the builder-specific conditional test skips still match the 0.1.3 test suite

The source diff adds tabs, a typed path bar, UI scaling, menu cleanup, and safer dd trash handling. Cargo still has no third-party dependencies, and the review found no new untrusted network path or command-injection route.
