[codex] Package debug security helper with settings

Summary

• package omarchy-security-functions with omarchy-settings and omarchy-settings-dev
• exclude the shared helper from omarchy and omarchy-dev, matching the existing debug-command split
• retain compatibility with pinned Omarchy sources that predate the helper

Why

omacom/omarchy#9477 makes omarchy-debug source this security helper. The debug commands already belong to the settings packages because they must work in settings-only environments such as the live ISO, so the helper must have the same package owner.

Local verification

• bash -n passed for all four changed PKGBUILDs
• stable and development package pairs built from the #9477 source
• extracted packages confirmed the helper is absent from omarchy{,-dev} and present only in omarchy-settings{,-dev}
• the installed helper is root-owned, mode 0755, with the expected /usr/share/omarchy/bin symlink
• omarchy-settings also builds successfully from a pinned source tree where the helper does not yet exist
