fix(tag): highlight neutral volta a brandPrimaryDown (MR-802)

Description

Reverte apenas a cor de fundo da Tag highlight neutral de $color-brand-primary-pure para $color-brand-primary-down, por decisão do dono do componente. A padronização de tamanho e peso introduzida em #1258 (tipografia definida só pelo size) permanece.
