Add Fedora44 support for conf-taglib_c.2

While looking at the CI failures of #30655 I was comparing the conf-taglib_c.2 errors to the known ones from earlier

and then discovered that Fedora 44 now ships a v2 (2.2.1-1 to be precise): https://pkgs.org/search/?q=taglib_c.pc

This PR thus adds that. It should eliminate the Fedora 44 failures from #30655

This is failing the pkg-config test on

• Centos 9+10,
• Debian 12,
• Fedora 42+43

as previously #29161 (comment)

In addition there are FreeBSD timeouts:
A 120 min timeout triggers on FreeBSD before completing a simple conf-package install,
underlining that something is not quite right on those runners.
This is a well-known issue and hence unrelated.

The riscv64 runners have completed, concluding [SKIP] package not available.
I'll therefore go ahead and merge without waiting for the day10-riscv ones to conclude the same thing...
