docs: record Renovate release-age quarantine

Applies ADR-0004 Confirmation section 8 by documenting the Renovate minimumReleaseAge/internalChecksFilter quarantine requirement used by the template mirrors. Also corrects the runner ADR link to the template/0001 path.
