Updates the org ADR auto-sync reusable so it refreshes the
source-refin any workflow that pins the matching org control-plane source, not onlyorg-adr-sync.yaml.Why
Platform adopters can use different detector workflow names. The sync PR should keep those detector pins current whenever the source repo matches.
