Summary

Add ADR-0005 documenting that nwarila-platform repositories use nwarila-platform/.github as their org control plane.
Update the platform baseline manifest so the ADR propagates to mirrors.

Validation

baseline-manifest.json parsed and every listed source path exists
git diff --check
