…operator gpu_roce_transceiver requires DOCA gpunetio and verbs (3.1+), which are only available in certain container images (e.g. Holoscan cuda13). Add a HOLOLINK_BUILD_GPUNETIO_ROCE option (default ON to preserve current behavior) so consumers can disable it when DOCA is not available. Signed-off-by: Alexis Girault <agirault@nvidia.com>
