Watch loop filtered by driver name and node name

A kube-rs watcher that watches ResourceSlice objects filtered to only this driver's slices on this node. Uses field selectors or label selectors to avoid processing irrelevant slices from other drivers.

The watch feeds events into the work queue for reconciliation.
