Rewrite Test-Compliance in C#, expose as PowerShell cmdlets, and move to separate repo

Test-Compliance needs to be moved to its own repo and then should be rewritten. Implement it in a C# library that is also exposed via PowerShell cmdlets. Use a real parsing library to parse the Windows audit syntax. Some resources:
