What this PR does

• Track 1 (PR-flow): new CONTRIBUTING.md (draft PR → checks green → owner merges; no direct pushes to main; CHANGELOG.md entry under Unreleased + semver bump per PR; merge commits reference PR numbers; releases tagged vX.Y.Z). Version bumped 0.1.0 → 0.1.1 (patch, chore) in pyproject.toml; README version marker updated to match.
• Track 2 (signed deploys): no Cloudflare Worker deploy target in this repo. Publishes are CI-only: GitHub Pages from docs/ (pages.yml), PyPI publish on release (pypi.yml), GitHub release on v* tags (release.yml). Per the program, the signed-deploy wrapper currently covers Workers only — not rewired; flagged for his decision (a signed path for Pages/PyPI/release artifacts is a wrapper extension).
• Track 3 (ASF docs): new CONTRIBUTING.md, new CHANGELOG.md (Keep a Changelog, starting from current state — earlier history not reconstructed), new NOTICE.md ("Owned by Nrupal Akolkar · Built with Muse by Meta"). README already covers overview/quickstart/usage; build/test commands in CONTRIBUTING were verified against .github/workflows/.
• Track 4 (license): LICENSE is the AxiomCode Proprietary License v1.0 (no license granted) — clear, his selection stands, no relicense. New files carry the proprietary header. Flag: existing source files (~233 blobs) do not carry license headers — adding them is a follow-up, out of scope for this PR.

Verified

• Repo tree and all referenced files read via the GitHub API at main HEAD.
• Build/test commands in CONTRIBUTING.md verified against the actual workflow files (tests.yml, lint.yml, typecheck.yml).
• Version strings replaced by exact-count assertions (one occurrence each).
