Migrates Scheduler to the vNext renderer lifecycle and namespaced SDK services, adds explicit capabilities, preserves existing scheduling behavior, and releases the change as 0.1.5. Verified with frozen install, audit, typecheck, 11 tests, build, release packaging, and live ZCode 3.3.6 host 0.3.4 checks.
