Implemeted at https://betwithfriends.niot.space (currently with the prefix "bwt-" for some internal data, which hopefully will be replaced with "nipX-" once a nip number will be allocated to this PR).
Allows creating betting pool events, where data is encrypted using AES-GCM with a key in the website url (query param or hash payload) - so relays don't see most of the bet details.
Trust based - bettors trust the author of the pool-event to collect the bets, decide the winning option, and reward the winners proportionally.
