Prepare CI for Perfetto #4557

In nodejs/node#65794, I'm trying to enable Perfetto by default.

I've run https://ci.nodejs.org/job/node-test-pull-request/78791/ and the following jobs are failing and would require changes on Jenkins side:

• Jobs failing because they never attempt to download trace_processor_shell:

  • node-test-commit-custom-suites-freestyle (test-worker): Calls /home/iojs/venv/bin/python3 tools/test.py -j 4 -p tap --logfile test.tap --mode=release --flaky-tests=dontcare --worker default directly instead of make jstest -j4 TEST_CI_ARGS=--worker. Possible workaround: set TRACE_PROCESSOR_SHELL_PATH=/dev/null to skip the download and the tests, or switch to make command (or call make tools/perfetto/trace_processor_shell / python3 tools/perfetto/get_trace_processor.py only on 27+).
  • ubuntu2404_sharedlibs_withoutssl_x64: Calls /usr/local/venv/bin/python3 tools/test.py -j 4 -p tap --logfile test.tap --flaky-tests=skip default instead of make jstest -j4. Possible workaround: set TRACE_PROCESSOR_SHELL_PATH=/dev/null to skip the download and the tests, or switch to make command (or call make tools/perfetto/trace_processor_shell / python3 tools/perfetto/get_trace_processor.py only on 27+).

• Jobs attempting but failing to download trace_processor_shell:

  • ubuntu2404_sharedlibs_openssl30_x64: CERTIFICATE_VERIFY_FAILED. Possible workaround: set TRACE_PROCESSOR_SHELL_PATH=/dev/null to skip the download and the tests
  • ubuntu2404_sharedlibs_openssl35_x64: CERTIFICATE_VERIFY_FAILED. Possible workaround: set TRACE_PROCESSOR_SHELL_PATH=/dev/null to skip the download and the tests

The TL;DR quickest workaround is to set TRACE_PROCESSOR_SHELL_PATH=/dev/null on those 4 jobs.
