- JavaToCSharp.csproj - Updated to SDK-style project targeting net8.0
- Added System.Configuration.ConfigurationManager package for config support
- Fixed access modifier conflicts in rule classes
- Updated GitHub workflow to use dotnet build instead of MSBuild
