The GIF picker's cooldown ring lives in a module-level store and was only ever raised: updateGifPickerContext starts a countdown when Twitch reports a longer one, and nothing clears it. Twitch's cooldown is per channel, so sending a GIF in one channel and switching to another within 30s left every tile disabled in the new channel.

resetGifCooldown clears the countdown on load.chat. The next menu open still reads Twitch's own remaining cooldown for that channel through updateGifPickerContext, so a reload or a return to the first channel picks it back up.

Verification: reasoned from the code. Sending GIFs needs a Tier 2+ sub in a channel with GIFs enabled, which I didn't exercise live.
