Publish Docket #002 and release v0.4.0 - #8

The Docket held one entry, the repo's own Ship & See, so a reader had no example of the council actually killing something. - Docket #2: a run of the protocol on the drift-check fixture (PetChain, the deliberately flawed pitch that ships with the skill). Verdict SHELVE 6–1, with the CMO dissenting on timing rather than merit. Market claims were verified on the day of the run — Square Loyalty's $45/month anchor against the pitch's $500, loyalty already shipping in Gingr and Vagaro, and how the Howey test treats earned versus tradeable tokens — and unverified numbers are labeled ESTIMATE. The entry's README states plainly that it is not a clean canary measurement, since the agent could see the fixture's own notes, and that PetChain is fictional. - The verdict doubles as the canary's passing reference: `canary` on it exits 0. - Vote tallies now read majority first, so a 6–1 decision shows 6–1 rather than 1–6, on both the page and the card. - Version 0.4.0 across SKILL.md, the plugin manifest and package.json: the verdict page, the card and the Docket pipeline all changed since 0.3.0.

Verdict SHELVE 6–1, with the CMO dissenting on timing rather than
merit. Market claims were verified on the day of the run — Square

shipping in Gingr and Vagaro, and how the Howey test treats earned

ESTIMATE. The entry's README states plainly that it is not a clean
canary measurement, since the agent could see the fixture's own notes,
and that PetChain is fictional.
