Rebuild the Docket from its verdicts, with social previews - #6

Published entries were frozen copies of an older page, so Docket #1 still carried the pre-redesign layout, and a shared verdict link had no preview at all: no title, no description, no image. - tools/docket-build.js rebuilds every docket/*/index.html and card.svg (and card.png where a browser exists) from that entry's verdict.json, with absolute og:/twitter: metadata pointing at the entry and its card. --check fails when an entry is stale. - The verdict page's meta block is a marked region the builder fills, so a published entry carries one title, the tally and summary as its description, and the card as its preview image. - The helper exports its builders (it only runs the CLI when executed directly) so the tool shares one implementation of the page and card. - CI rebuilds the Docket in check mode, and rejects any change to a published verdict.json: the record stands, the page around it improves. - Rebuilt entry #1 accordingly; its verdict.json and README are untouched.
