Manage nickvigilante/homelab in the homelab Tofu context

[nickvigilante]

The homelab repo holds k3s manifests, Helm values, and host system configs
for the cluster on gandalf. Adding it to local.repos brings its settings,
topics, and branch protection under the same declarative management as
the other public repos.
